MINUTES
VILLAGE OF POPLAR BOARD MEETING
December 13th, 2011
The Board Meeting was called to order by President Leo Naumann at 7:00 pm.

In attendance:Leo Naumann, Ken Clausen, Keith Peltier, Karen Nevin, Wesley Little, Katie Peltier and Kent Schroeder
Absent:
Clerk/TreasurerLori Plummer

PLEDGE OF ALLEGANCE

SPEAKERS: Mike Schnautz from Michael Schnautz Assessments – gave bid for assessment services for the village.
The board will call a special meeting on Tuesday, January 3, 2012 to make a decision on the new assessor.
Milt Olson – was contacted by a person who would like to put a salvage yard in Poplar.
A motion was made by Ken Clausen to table discussion until January 10th, 2012 meeting. The motion was seconded by Katie Peltier. Motion carried without negative vote.

Sledding Hill – discussion regarding a new sledding hill. A motion was made by Kent Schroeder to revamp the lower ball field and attempt to make a new sledding hill at that location. The motion was seconded by Ken Clausen. Motion carried without negative vote.

Milt Olson – discussion regarding making 5 acre parcels into 2 acre parcels at his subdivision on highway P. The board would like to table this until more research can be done, posting of intent and neighbors notified.

Randy Jones – handed out pamphlets on the new voting requirements. Randy requested help with the website. A discussion regarding the village centennial and ideas for the centennial.

Mark Liebaert – Mr. Liebaert gave a county report.

OLD BUSINESS:

Approve Minutes:A motion was made by Katie Peltier to accept the minutes from the November meeting. The motion was seconded by Ken Clausen. Motion carried without negative vote.

Pay Bills:A motion was made by Wesley Little to pay the bills. The motion was seconded by Karen Nevin. Motion carried without negative vote.


OTHER OLD BUSINESS:

Dam Update – discussion regarding the poplar dam.

Grader Rental – A motion was made by Kent Schroeder to have the min. rental of the grader be
one hour for $100.00 per hour. The motion was seconded by Wesley Little. Motion carried
without negative vote.

Ride Share Program – Kent Schroeder made a motion to not designate an area for the ride share
program. The motion was seconded by Ken Clausen. Motion carried without negative vote.


REPORTS

FINANCIAL REPORT: The village board received a written income report, disbursement
report and updated budget report from clerk Lori Plummer.

CLERK’S REPORT: The clerk requested purchasing s couple Wisline programs for the
training of election inspectors. A motion was made by Katie Peltier to purchase the programs.
The motion was seconded by Karen Nevin. Motion passed without negative vote.

A motion was made by Katie Peltier for the clerk to adjust her hours this week to get the tax
statements in the mail this week. The motion was seconded by Wesley Little. Motion carried
without negative vote.

COMMITTEE REPORTS:

EMPLOYEE COMMITTEE:Employee Reviews – tabled until the special meeting held
on January 3rd, 2012..

ROADS AND CULVERTS COMMITTEE:A written report was submitted by Wesley
Little. Discussion regarding using remaining funds in the budget for tool purchases. A motion
was made by Wesley Little to purchase a brush for the sweeper, 4 loads of treated sand, 4 sets of
grader blades, 2 rear tires for the grader, front tires for the dump truck, a chain saw, a seat for the
sweeper and $2,500.00 prebuy for fuel. The motion was seconded by Kent Schroeder. Motion
carried without negative vote.

CEMETERY COMMITTEE: Pay for cemetery sexton – tabled until employee meeting
held on January 3rd, 2012. Dan Bergsten has submitted a bill for 145.98 for office supplies and
grounds supplies. A motion was made by Wesley Little to pay the bill. The motion was seconded
by Ken Clausen. Motion carried without negative vote.

FINANCE COMMITTEE: 2012 Budget has been accepted..


SEWER COMMISSION:Doug Stanley submitted a written financial report. Doug reported
there are still a few problems up at the ponds –but they are pretty much done with the project.
The clerk submitted a financial report and monthly budget report to all board members..

FIRE DEPARTMENT COMMITTEE:Katie Peltier made a motion to revise 4B of 11-17 to
a monthly report to the board. The ordinance will be accepted with the change. Motion
seconded by Kent Schroeder. Kent Schroeder made a motion to purchase all new flag style fire
numbers for every parcel in the village (residential and business). The motion was seconded by
Karen Nevin. Motion carried without negative vote.

PARKS AND RECREATION COMMITTEE: A motion was made by Wesley Little to purchase orange fencing for the sledding hill. The motion was seconded by Karen Nevin. Motion carried without negative vote.

ZONING/PERMITS/ORDINANCE/VARIANCES/RESOLUTIONS:no action

NEW BUSINESS:

PASER road ratings – already submitted

Employee Christmas Bonuses – Kent Schroeder made a motion to give all three employees the
same bonus as they received last year. Motion seconded by Ken Clausen. Motion carried
without negative vote.

Appointment of Election Officials – Katie Peltier made a motion to appoint Doug Stanley, Ken Clausen, Mary Perry, Kathleen Fujan and Kyia Plummer for a two year term as election officials. The motion was seconded by Keith Peltier. Motion carried without negative vote.

Caucus Date – The board picked January 10th , 2012 at 7:00 pm pre-board meeting for the caucus to be held.

Power Pole for tree lighting – tabled until November 2012 meeting

Sale of 10 acre village parcel for a salvage yard – tabled until further discussion on salvage yard.


ADJOURNMENT:
Wesley Little made a motion to adjourn; the motion was seconded by Karen Nevin. The board adjourned at 9:03 pm without negative vote.
