MINUTES
Village of Poplar Board Meeting
April 13, 2010

The Board Meeting was called to order by President Robert Bergsten at 7:04 p.m.

In attendance were Robert Bergsten, Randy Jones, Jerald Swanson,
Doug Stanley, Jim Tollas, Ken Clausen and Brian Stauty
Absent:
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS: Adam Landwehr regarding a request to let a concrete down his
road before the road limit signs are lifted. Bob Bergsten said he believes the
restrictions will be lifted next week. After some discussion the board told Mr. Landwehr
that he could go ahead.

REPORTS:

Financial Report: General Village Account see treasurer’s report
Money Market Account see treasurer’s report
Clerk’s Report – The clerk received a request from National Bank of Commerce for the village to take 2nd mortgage position through Impact Seven on a residents home. Doug Stanley made a motion to accept the 2nd mortgage position on the loan. The motion was seconded by Randy Jones. Motion Carried.

OLD BUSINESS:

Approval of Minutes: A motion was made by Ken Clausen to accept the minutes.
The motion was seconded by Jerald Swanson. Motion Carried.

Approval to pay Bills: A motion was made by Jim Tollas to pay the bills, the
motion was seconded by Ken Clausen. Motion Carried.

OTHER OLD BUSINESS:

NEW BUSINESS:

Clean-up days – There will be no mini grants this year from the county for clean-up
day. Waste Management will provide two free dumpsters. Mike Nevin brought up the
name of a individual who would collect most appliances with some exceptions for little
to nothing in payments. Mike will check with him regarding his availability and
regulations. Lori will check things out with Waste Management for the third Saturday in
May.

Wages – Because of the length of time for our new employees and the January wage increases for their positions the board feels the wages should remain the same until the next wage meeting.
Jim Tollas would like the village to start looking into insurance for Dennis. The clerk will check with some of the other communities to see what they have for their employees.

Dates for Open Book and Board of Review - The assessor has contacted the clerk regarding the date for open book and board of review. Mr. Elkins was wondering if Tuesday June 8th at 2:00 pm to 4;00 pm for open book and from 4:00 pm to 6:00 pm for board of review. The board said that the date and times are good for all.

Application for CDBG Grant – Doug Stanley explained that MSA does the same thing that Impact Seven does for the village taking care of the loans and they would also apply for the grant for the village. The board would like Doug to look into MSA taking over from Impact Seven and applying for the new grant.

Clean Water Fund Loan Resolution – Doug Stanley explained the application procedure. The Village board needs to pass a resolution so the Village of Poplar can apply to the Clean Water Fund Loan for the 25% match or $332,500 to fund the schools districts part of the sewer expansion project. After the Village Board passes the resolution the Village will need to apply for the loan.

Doug Stanley made a motion to pass the resolution as written for the Village of Poplar to apply for the loan for the school. The motion was seconded by Randy Jones. Motion Carried. (see attached resolution)

Sewer Commissioners – The board has received resignation letters from both Jim Tollas and Randy Jones as sewer commissioners effective immediately. The sewer commission will need two positions filled. Ken Clausen and Jerald Swanson were appointed by president Bob Bergsten to fill the two vacancies.

Sewer Expansion Project - The easements still have to be recorded and sent to the Army Core at which time the Core will release a million dollars for the project. The loan for the school has to be received and the school district and the village have to come to an agreement /contract on repayment of the 15 year loan.

Trustee Position – Randy Jones declined his elected position as trustee on the village board.

Fire Number Signs – Discussion regarding new fire number signs for all residents.

Discussion regarding a cement floor for the fire department storage area.
Discussion regarding a repairs vs new dump truck. Dennis will look into some prices on newer dump trucks.

Discussion regarding purchasing meals for the election workers. Mother’s Kitchen would like to request that all food purchased on an election day must be purchased at Mother’s Kitchen


ADJOURNMENT:

Jerald Swanson made a motion to adjourn; the motion was seconded by Ken Clausen. Motion Carried.
