MINUTES
Village of Poplar Board Meeting
August 11th, 2009
Meeting was called to order by President Robert Bergsten at 7:05 p.m.
In attendance were Robert Bergsten, Doug Stanley, Randy Jones, Jim Tollas, Ken Clausen, Brian Stauty and Jerald Swanson
Absent:
Treasurer Erikka Bergsten
Clerk Lori Plummer
PLEDGE OF ALLEGIANCE
SPEAKERS:
Larry Passint representing Spectrum Insurance – Mr. Passint gave the village board
an overview, coverage highlights, and quotes from Spectrum Insurance out of Rice
Lake Wisconsin. Spectrum Insurance represents the League Insurance.
Lori Plummer handed out the comparison quotes from Chad at Holdens Insurance.
The board decided at this time to stay with Holdens Insurance.
Discussion regarding fire inspections for the businesses in town. Ken Clausen will
check into how often the inspections are done at the different businesses and will report
back to the board at the next meeting.
REPORTS:
Financial Report: General Village Account $ 89,190.65
Money Market Account $ 85,134.65

OLD BUSINESS:
Approval of Minutes: A motion was made by Doug Stanley to accept the minutes
from the July meeting. The motion was seconded by Jim Tollas. Motion Carried.
Approval of Minutes: A motion was made by Doug Stanley to accept the minutes
from the Special meeting held on July 21st, 2009. The motion was seconded by Jim
Tollas, Motion Carried.
Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Ken Clausen. Motion Carried.
OTHER OLD BUSINESS: Dean Olson is waiting to get his road fixed. Jim
Tollas talked to Jon at Northwoods Paving and Jon gave an estimate of $4,500 to
$5,000.00.
NEW BUSINESS:
Building Permits – Michael and Sherrie Burke are requesting a building permit to put up a new garage and put in new windows and a door. Brian Stauty made a motion to approve the Burke’s building permit request. The motion was seconded by Randy Jones.
Picnic License – Rapids Riverside is requesting a picnic license for the weekend of January 22, 2009 for a baseball tournament. A motion was made by Doug Stanley to issue the picnic license and operator licenses to Rapids as long as the people have the required paperwork. The motion was seconded by Randy Jones. Motion Carried
Garbage Rate Increase - GT Sanitation has raised their rates without the board’s knowledge. This is against the contract signed with the board. Doug Stanley has drafted a letter to GT Sanitation regarding the situation. A motion was made by Ken Clausen to send the letter certified to GT Sanitation. The motion was seconded by Doug Stanley.
Furnace Bids – Jim Tollas requested bids from three companies. He received two bids back from two companies. Both companies stated that the two furnaces in the garage are too old to convert. They are so old that parts are not available for them anymore. To convert the other furnaces and put in a new furnace the bids are running $3,957.00
to $8,000.00. The board decided that this is not a renovation that is in the budget for this year. The board decided to postpone the action and look into some more options. The village will stay with propane for this year. The quotes that Lori requested from companies last month will have to be checked that they are still good for lock in price at this next month. Lori will only check with companies that were contacted previously and responded to the original deadline date.
Financial Report from Fire Department – Ken Clausen will request a financial report from Pat Grube to present at the Budget Meeting.
Budget Meeting – The first budget meeting will be held on Thursday, September 3, 2009. Anyone interested in the budget should attend.

The regular board meeting was adjourned at 9:00.
Doug Stanley made a motion to adjourn, seconded by Randy Jones. Motion Carried.
