MINUTES
Village of Poplar Board Meeting
December 8th, 2009

The Board Meeting was called to order by President Robert Bergsten at 7:13 p.m.

In attendance were Robert Bergsten, Randy Jones, Brian Stauty, Jerald Swanson,
Doug Stanley, Jim Tollas and Ken Clausen
Absent:
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS: Torre Heiland from Waste Management - Waste Management has
purchased GT Sanitation and will honor the contract the GT Sanitation has with the
Village of poplar. Discussion regarding one trip down the roads with the garbage trucks
and all containers on the same side of the road. Torre explained that the village would
need to direct this action as to notifying customers and such and waste management
will do as the village directs if possible.

Clerk’s Report - none

REPORTS:

Financial Report: General Village Account $ 66,899.13
Money Market Account $ 85,222.66

OLD BUSINESS:

Approval of Minutes: A motion was made by Jim Tollas to accept the minutes.
The motion was seconded by Randy Jones. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Brian Stauty. Motion Carried.


OTHER OLD BUSINESS:
Milt Olson’s Offer - Doug Stanley made a motion to accept Milts offer on the 1 acre
parcel for $1,000.00 with the conditions of appraised recommendations regarding
wells and such. The motion was seconded by Jim Tollas. Motion Carried

Fire Department – Pat Grube gave the village a financial report from the fire
department for the year 2008. Pat said he would have a report for the village next
month for the year 2009.

Fire Inspections for Businesses – Ken Clausen reported that the fire inspections
have all been done. The village needs four new fire extinguishers. Ken Clausen
offered to get the extinguishers for the village.

Budget – There are some final numbers from the state to correct our budget with. Lori was directed to add approve the corrected budget to the January agenda.

Tools for the garage - Bob Bergsten and Don Carlson will go to Sears and get the needed tools.


NEW BUSINESS:

Appointment of Election Inspectors for the 2010/2011 election period – President Bob Bergsten appointed Doug Stanley, Audrey Hakkila, Joan Lenling, Ken Clausen and Joyce Cook to be election inspectors for the 2010/2011 election period.

Christmas Bonuses – A motion was made by Ken Clausen to give the same amount of bonuses as last year paying Tiger’s bonus to Donna and adding the sewer operator to the list of men receiving bonuses. The motion was seconded by Brian Stauty. Motion Carried.

A motion was made by Brian Stauty to pay Donna Nelson the remainder of Tigers salary to the end of the month of November. The motion was seconded by Jerald Swanson. Motion Carried.

Discussion regarding pressure from Senator Jauch to pay additional compensation to Donna Nelson. The board believes that it is against the law to use taxpayers dollars to compensate a long time employee if no previous precedent had been established.
