MINUTES
Village of Poplar Board Meeting
January 12th, 2010

The Board Meeting was called to order by President Robert Bergsten at 7:10 p.m.

In attendance were Robert Bergsten, Randy Jones, Jerald Swanson,
Doug Stanley, Jim Tollas and Ken Clausen
Absent: Brian Stauty
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS: Mark Liebaert – Mr. Mark gave a county report. Discussion
regarding culverts.

Dave and Matt Ronchi – Dave and Matt are requesting a variance on set backs. The
Ronchi’s are thinking of purchasing Wisted’s property on main street and would like to
put up a 100 x 75 building. They are looking at putting up a duplex 80 x 30 with a 20 x
20 garage. Set backs would be around 15 feet on all sides. Questions regarding the
condition of the well. The Ronchi’s have checked with Bill Krawczyk and he said he
thought the well was savable. The Ronchi’s also explained that the driveway would be
on main street. Doug Stanley gave the Ronchi’s a variance guideline to follow. The
board will entertain the idea of putting something on the property as long as the
proposed building will fit. The board invited the Ronchi’s to the next meeting with their
idea for the proposed building.

Assessor – Did not return the clerks call to him. He needs to be at the next meeting.

Gina Hill – Would like approval for a variance for her septic system.

The sewer commission would like the board to approve a bank transfer from the sewer
operation and maintenance account to the sewer equipment and repair account
instead of putting the $287.50 into the cash reserve fund which is currently fully funded.
Randy Jones made a motion to authorize the bank transfer beginning the first of
February. The motion was seconded by Ken Clausen. Motion Carried.

Milt Olson will purchase the 1 acre parcel from the village at $1,000.00. He will send a
check to the clerk. The village will provide the deed when the parcel has been paid for.

REPORTS:

Financial Report: General Village Account $ 34,774.14
Money Market Account $ 85,281.06
Clerk’s Report - none

OLD BUSINESS:

Approval of Minutes: A motion was made by Ken Clausen to accept the minutes.
The motion was seconded by Doug Stanley. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Randy Jones. Motion Carried.

OTHER OLD BUSINESS:

Doug Stanley presented a resolution to the board to compensate Donna Nelson $4,800.00/ $100.00 per year for services rendered by Tiger Nelson. President Bob Bergsten called for a vote on the resolution as written. The resolution was accepted. Doug Stanley requested that a copy of the resolution be forwarded to Donna Nelson with the payment. See attached resolution.

NEW BUSINESS:

Appointment of Pat Grube as new fire chief – Randy Jones made a motion to appoint Pat Grube as the new fire chief for the Village of Poplar. The appointment was seconded by Ken Clausen. Motion Carried.

Accept the adjusted budget – A motion was made by Jim Tollas to accept the adjusted budget. Doug Stanley seconded the motion. Motion carried.

Sanding the Schools - Dave Korhonen has requested the village sand the school parking lots. The board feels that the village is not in a position manpower wise to take the time away from the village roads to take care of the schools parking lots.

Old Equipment –Dennis would like to know what the board would like to do with the old equipment that the village no longer uses or needs. The board told Dennis to go ahead and get rid or it.

Variance for connections to the sewer system – Randy Jones made a motion to approve the variance for Gina Hill and Audrey Hakkila regarding not connecting to the village sewer line until their current septic systems fail. The motion was seconded by Ken Clausen. Lori will send a copy of the signed variance to Ms. Hill and Ms. Hakkila.

Discussion regarding the snow removal problem around the school. A letter should be sent to the Fujans telling them they have to get the van/truck off the village street. Dennis has requested five point tear away vests be purchased for both Don and himself. Dennis is also requesting some new stop signs and explained some of the road signs have been stolen. He will make a list of the signs we need. We also need some manhole signs.
The board has asked Dennis to do the maintenance on the fire trucks. Bob will show Dennis the control panels.

Randy Jones made a motion to adjourn; the motion was seconded by Jerald Swanson. Motion Carried.
