MINUTES
Village of Poplar Board Meeting
July 14th, 2009

Meeting was called to order by President Robert Bergsten at 7:00 p.m.

In attendance were Robert Bergsten, Doug Stanley, Randy Jones, Jim Tollas, Ken Clausen and Jerald Swanson
Absent: Brian Stauty
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS: Jon - representing Northwoods Paving. The village received one
bid for this years paving project from Northwoods Paving. After some discussion Jim
Tollas made a motion to accept the bid from Northwoods Paving. The motion was
seconded by Jerald Swanson. Motion Carried.

Jeff Bobula – Jeff is requesting a building permit to build a home with attached garage.
Jim Tollas made a motion to approve the building permit for Mr. Bobula. The motion
was seconded by Ken Clausen. Motion Carried.
REPORTS:

Financial Report: General Village Account $ unknown
Money Market Account $ unknown
(balances are not on the financial report)

Clerk’s Report:

OLD BUSINESS:

Approval of Minutes: A motion was made by Ken Clausen to accept the minutes
from the June meeting. The motion was seconded by Doug Stanley. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Randy Jones. Motion Carried.

OTHER OLD BUSINESS:

Propane Prices – Lori emailed and called propane distributors requesting lock in prices for the year. Three companies responded. After some discussion the board decided to look into prices of converting furnaces to natural gas. Jim Tollas will contact Superior Water, Power and Light and see what the charges would be to have the line run into the village buildings. Jim will also contact plumbers and get prices on converting the furnaces. Jim will bring the information to the next meeting.

The village had a verbal agreement with Dean Olson a number of years back that the village would fix his road. After some discussion, Bob Bergsten will check with Jon at Northwoods Paving for an estimate to fix up Dean’s road.

Scott Essen would like to get started on the curbing work down by the hardware. Bob explained that the culverts have to be fixed first before any curbing work can be done.




NEW BUSINESS:

Internet Banking – Doug Stanley and Erikka Bergsten would like to do the village banking on the internet. Doug Stanley explained that a resolution would have to be passed for the village to do internet banking. Doug Stanley made a motion to adopt the resolution for internet banking. The motion was seconded by Randy Jones. Motion Carried.

Hard Drive Purchase – Randy Jones would like the village to purchase a hard drive to accommodate the latest batch of Ariel photographs of the village properties.
The storage device sells for about $100.00 to $150.00 and could also be used to back up the village computer. Doug Stanley made a motion to purchase the portable hard drive. The motion was seconded by Jerald Swanson. Motion Carried.

Status of Comprehensive Plan – Randy Jones stated that he is waiting to hear from the state as to whether everything has been included in the plan that needs to be included. Randy will update as soon as he hears any information.

President Bob Bersten called for a closed session at 8:35 to discuss employment issues.

ADJOURNMENT:
The regular board meeting was adjourned at 8:34.
Jim Tollas made a motion to adjourn, seconded by Doug Stanley. Motion Carried.
