MINUTES
Village of Poplar Board Meeting
June 9th , 2009

Meeting was called to order by President Robert Bergsten at 7:00 p.m.

In attendance were Robert Bergsten, Doug Stanley, Randy Jones, Jim Tollas, Brian Stauty and Jerald Swanson
Absent: Ken Clausen
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS: Public Hearing for Comprehensive Plan
Speaker Randy Jones gave a presentation to the public. There are detailed plan goals
and objectives on the village web site.

Paul Staffrude – representating the school district. Mr. Staffrude explained 6 years
ago the school hired MSA to look at their sewer issues. A core grant was applied for by
MSA for the Village of Poplar to assist the school with their sewer problems and to
expand the village sewer system to accommodate the middle and elementary schools.
The school district maintained that they would pay all costs involved to get the grant
filed. The original agreement with the school was the Village would agree to the
schools joining the village sewer system if they paid their own costs and a required
25 % match for the project.

The village did receive the grant from the Army Corps. Mr. Staffrude explained that
the school does not have their 25% match for the sewer project at this time and the only
way they can get the matching funds would be to take out a loan. MSA has found
funding that the Village of Poplar could apply for with a 2.668 % interest rate for 15
years whereas the school could take out a loan for the $300,000 at 4.65% interest for 5
years. After some discussion between the board and village residents Mr Tollas made
a suggestion to bring the loan matter up under old business – the board agreed.

Building Permits – Todd Wick would like to build a home on Maple Drive and Virgil
Nelson would like to build a garage on Highway D. A motion was made by Doug
Stanley to approve the building permits the motion was seconded by Randy Jones.
Motion Carried.

Kyla DeWolfe – is requesting a conditional use permit to raise some animals on her
property located on Presley Drive. The clerk sent letters to Ms. DeWolfe’s neighbors
asking for their opinions. The clerk received a letter from one of the neighbors stating
they do not want any animals being raised in the residential neighborhood also the
covenant that Milt Olson put in place on the property would be broken. After some
discussion Doug Stanley made a motion to deny this variance. The motion was
seconded by Brian Stauty. Motion Carried

REPORTS:

Financial Report: General Village Account $ 68,627.94
Money Market Account $ 85,076.34

Clerk’s Report:

OLD BUSINESS:

Approval of Minutes: A motion was made by Jim Tollas to accept the minutes
from the May meeting. The motion was seconded by Jerald Swanson. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills the
motion was seconded by Randy Jones. Motion Carried.

OTHER OLD BUSINESS:

Audit – The clerk checked with Donn Bergquist regarding prices on an audit. Mr.
Berquist quoted a price of $5,000 to 7,000 to do a complete audit on the village books
for the year 2008. Doug Stanely made a motion to hire Mr. Bergquist to do an audit for
the village. The motion was seconded by Jerald Swanson. Motion carried. Mr.
Berquist explained the information needed to do an audit. Jim Tollas has offered to
contact Cheryle and request last years financial information from her. The clerk will set
up the audit as soon as books are received from the previous treasurer.

Mark Liebaert – Mr. Liebaert gave a report on county happenings.

Culvert Replacement – A motion was made by Jim Tollas to hire Ed Grube to replace
the culverty on Bayfield Road at the cost of $1,200.00. The motion was seconded by
Jerald Swanson . Motion
carried.

Road Work – Bob Bergsten received a quote from Northwoods Paving to work on
Maple Drive, Elm Road and Poplar Drive. After some discussion a motion was made
by Brian Stauty to work on Maple Drive and Poplar Drive. The motion was seconded
by Doug Stanley.
The village received a quote from Ed Grube regarding stockpiling Class 3 gravel. A
motion was made by Jim Tollas to accept the quote from Ed to haul the gravel. The
motion was seconded by Jerald Swanson. Motion carried.
Discussion regarding curbing on Poplar Drive. Jim Tollas received a quote from Scott
Essen to replace the curbing. Brian Stauty made a motion to accept the quote from Mr.
Essen to do a 135 feet of curbing and to fill drain. The motion was seconded by Randy
Jones. Motion carried.
Doug Stanley made a motion for the village to take out a 15 year loan for the school
districts share of the sewer project. The motion was seconded by Randy Jones.
Motion carried.

Randy Jones would like the rule for attendance at meetings changed. Randy feels that
board members should be paid their quarterly payment whether they attend meetings or
not. Randy Jones made a motion that board members and sewer committee members
receive pay whether they attend meetings or do not attend meetings. The motion was
seconded by Jim Tollas. Motion Carried.

Liquor Licenses – Doug Stanley made a motion to issue a liquor license, cigarette
license and 7 operator licenses to Poplar Golf Course and a liquor license and 2
operator licenses to Mother’s Kitchen and a cigarette license to Village Market for
2009/2010. The motion was seconded by Brian Stauty. Motion carried.

Culverts – Jerald Swanson would like sections added to culverts that are too short.
After some discussion the board decided to look at the culverts and budget for
improvements for next years road projects.

Doug Stanley made a motion to adjourn, seconded by Jerald Swanson. Motion Carried.
