MINUTES
Village of Poplar Board Meeting
March 9th, 2010

The Board Meeting was called to order by President Robert Bergsten at 7:04 p.m.

In attendance were Robert Bergsten, Randy Jones, Jerald Swanson,
Doug Stanley, Jim Tollas and Ken Clausen and Brian Stauty
Absent:
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS:Terry Lundberg - regarding a building permit to build a new home.
Doug Stanley made a motion to issue a building permit to Mr. Lundberg, the motion was
seconded by Ken Clausen. Motion Carried.

Mark Liebaert – Mr. Mark gave a county report. Discussion regarding wood sales and how good they have been.

REPORTS:

Financial Report: General Village Account see treasurer’s report
Money Market Account see treasurer’s report
Clerk’s Report - none

OLD BUSINESS:

Approval of Minutes: A motion was made by Randy Jones to accept the minutes.
The motion was seconded by Doug Stanley. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Jerald Swanson. Motion Carried.

OTHER OLD BUSINESS:
Proposed Ordinance for Interest Charged on Late Personal Property Taxes – Ken Clausen made a motion to approve the ordinance to charge 1% interest on late payment of personal property taxes. The motion was seconded by Randy Jones, Motion Carried.

Fire Departments Request for $5,000.00 – Ken Clausen made a motion to give the fire department $5, 000.00 out of their budget for expenses. The motion was seconded by Jerald Swanson. Motion Carried
Clean Sweep Program – The clerk will check with Douglas County Recycling regarding grants for this year. When we find out about grants we can set something up with Waste Management for dump days.

The board will wave the road restriction for a moving van to get to the Lenlings house for a one time trip to pick up their furniture.

Fire Department Internet – The clerk will call Centurylink and see what the cost is to hook internet up at the fire department. The clerk will also ask about phone problems at the fire hall and the siren.

Salaries – Doug Stanley made a motion to freeze the trustee’s wages for this year. The motion was seconded by Jerald Swanson. Ken Clausen opposed the motion. Motion Carried.

Doug Stanley made a motion to raise the clerk’s salary by 4%. The motion was seconded by Randy Jones. Motion Carried.

Doug Stanley made a motion to raise the treasurer’s salary by 4%. The motion was seconded by Jerald Swanson. Motion Carried.

Discussion regarding the cleaning job. Cliff Lenling will be leaving the Village on April 6th, and will no longer be cleaning the village hall. The board has decided that Don Carlson will clean the village hall and do the lawnmowing this year at the cemetery, the sewer ponds, the parks etc.


ADJOURNMENT:

Jim Tollas made a motion to adjourn; the motion was seconded by Brian Stauty. Motion Carried.
