Village of Poplar Board Meeting
May 12, 2009

Meeting was called to order by President Robert Bergsten at 7:05 p.m.

In attendance were Robert Bergsten, Doug Stanley, Randy Jones, Jim Tollas, Ken Clausen, Brian Stauty and Jerald Swanson

PLEDGE OF ALLEGIANCE

SPEAKERS: Public Hearing for Wastewater Utility Plan
John from MSA went through the Village of Poplar Wastewater Facility Plan Fact Sheet
for the public (see attached). MSA answered questions from the public regarding the
facility. MSA brought up the Clean Water Fund Loan - Village of Poplar is
investigating the State of Wisconsin Clean Water Fund – Small Loan Program. Interest
rate is estimated to be 2.667%, at a loan term of 20-years. The Village is in discussions with the school district on utilizing this low interest loan to assist the district in spreading out the payments over a twenty year period. The loan would be for the local share of the Army Corps grant and expenses related to acquiring the loan.

Questions regarding contingency on project overrun were addressed. The design plan
has elements that could be removed to bring the project in under the Army Corps grant.
Should the Village and school district agree, additional funds could be
provided by the school district to cover cost overruns.

Kim Danalis – Ms. Danalis is requesting a building permit to build a new home. Doug
Stanley made a motion to approve Ms. Danalis’s building permit to build a new home.
The motion was seconded by Ken Clausen. Motion Carried

Scott Pearson – Mr. Pearson is requesting a building permit to build a new garage.
Doug Stanley made a motion to approve Mr. Pearsons building permit for a new
garage. The motion was seconded by Randy Jones. Motion carried.

Kyla DeWolfe – Ms. DeWolfe has 2.1 acres of property and requested a variance on
her property from residential zoning to agricultural so she may have animals there. Ms.
DeWolfe has talked to some of her neighbors regarding the animals and as she stated
they do not have a problem with the animals. There is a covenant placed on the land
by Milt Olson stating that no barnyard animals will be allowed in the residential
neighborhood but Ms. DeWolfe stated that the covenant has been broken by other
neighbors including Mr. Olson. Ms. DeWolfe stated that Mr. Olson does not have a
problem with her having some animals. The board told Ms. DeWolfe that she should
decide what her type of animals and how many she intends to keep on her property so
Clerk, Lori can write to the neighbors and find out if there would be any objections to
having the animals on her property. Ms. DeWolfe said she would be in contact with
Clerk, Lori.


Mark Liebaert – Mr. Liebaert gave a report on the county happenings.

Dean Olson – Mr. Olson would like his road fixed by the village.

Clerk’s Report:
Wisconsin Towns Association Meeting – May 19th – Amnicon

Total owed to AA $1,200 – the village collected $446.00 = $754. owed to AA. Steve at
AA will charge the village a $400.00 per box charge instead of an item by item charge.

OLD BUSINESS:

Approval of Minutes: A motion was made by Doug Stanley to accept the minutes
from the April meeting. The motion was seconded by Ken Clausen. Motion Carried.

Approval to pay Bills: A motion was made to pay the bills with the bill from Scott
Jones as presented by Jim Tollas. The motion was seconded by Randy Jones.

OTHER OLD BUSINESS:

Culvert Replacement – discussion regarding the culverts that need to be replaced.
One on Bayfield Road, one on Middle River Road and one on Homestead Road. The
price is around $48.00 per foot. The one on Bayfield is a 40 foot culvert . Keith
Armstrong does culverts. The board decided to table this discussion until next month
when they can have some prices for getting the culverts done.

Ryan Haworth – discussion regarding has the village had any other offers for lawnmowing services from anyone who has their own equipment and carries their own insurance? No other offers. Doug Stanley made a motion to hire Two Brothers Lawn Care to mow the cemetery at $300.00 per time. Brian Stauty seconded the motion. Motion Carried.

The cemetery lawnmower is currently at Harnstroms being repaired. The estimate to have it fixed is $700. to $1,000. Jim Tollas stated that the village will have to purchase the lawnmower from the cemetery to have as a spare lawnmower for the village.

Treasurer’s Position – Doug Stanley made a motion to hire Erikka Bergsten as the new treasurer. Randy Jones seconded the motion. Motion Carried.

Wages for Clerk and Treasurer – Randy Jones made a motion to freeze the clerks and the treasurers wages where they are at. The motion was seconded by Brian Stauty. Motion Carried.

A motion was made by Brian Stauty to pay Lori to train in the new treasurer for the months of May and June. The motion was seconded by Doug Stanley.

Sewer Project Report – The village has passed the first step. They will send money when Doug sends bills. The DNR has things that they want done before the next step.

Complaints on Elm Road – discussion regarding speeding on Elm Road and a village resident would like a slow children at play sign put up. The board told Lori to send a notice to the speeding resident. Board decided no sign will be posted.

Clean Water Loan – Doug Stanley explained that the school does needs to borrow tho cover their agreed 25% local share for the sewer project. The Village of Poplar has the ability to take out the loan for 20 years at a 2.667% interest. The schools loan would be 5 years at 4.5% interest. After discussion as to why the village should reduce its borrowing power to cover the school district’s obligation for the local share of the project, a motion was made for the Village4 to secure a loan from the Clean Water Fund for a period of 5 years.

President Bob Bergsten asked how many board members are in favor of the Village of Poplar taking out a 5 year loan with the Clean Water Fund. Doug Stanley, Ken Clausen, Brian Stauty and Jerald Swanson voted yes. President Bob Bergsten asked how many were against taking the loan out for the school district. Randy Jones and Jim Tollas were against the Village taking out the loan.


Planning Commission Ordinance – tabled until next month when the planning commission will recommend to the board to accept the plan.

Dates for Open Book and Board of Review – the board picked Wednesday June 3rd for open book – 2 :00 pm to 5:00 pm and Board of Review 5:00 pm to 7:00 pm.

Cemetery Books - Bob will pick up cemetery books for the new treasurer to take over.

Lawnmower Repair – The village will pay for the repairs of the cemetery lawnmower.

Approval of Revised Zoning Map – a motion was made by Doug Stanley to accept the new zoning map. The motion was seconded by Jim Tollas. Motion Carried.

Date for Open House for Public to review Comprehensive Plan – June 9th at 7:00 pm before the board meeting.

Village Lawn mowing – Cliff Lenling will remain the lawnmower for the village.

Adopt a resolution for 2010 Census – The board wants nothing to do with the 2010 census. No the village will not get involved.

Presley Road needs a stop sign. Tiger has been an employee for the Village Of Poplar for 46 years.
