May 12th, 2009
Meeting called to order at 6:00 pm by chairman Doug Stanley

In attendance was Doug Stanley, Bob Bergsten, Randy Jones and Jim Tollas

SPEAKERS: none

OPERATOR’S REPORT: Brad Nelson reported the annual report is due at the end of June, the BOD’s were high this last month, he stated that he cleaned out the influent screen yesterday which looked like somebody dumped leaves in it and he raised the pond to see if it will help with the BOD levels. Brad also stated that the polishing reactor is altogether and needs to be put back in which he will need help with.

FINANCIAL REPORTS:

Operation and Maintenance (after this months checks) $ 4,251.95
Cash Reserve Account $ 33,058.84
Debt Service Account $ 15,053.44
Equipment and Repair $ 1,246.03


CLERK’S REPORT – none

OLD BUSINESS:

Approval of Minutes: Randy Jones made a motion to accept the minutes. Jim Tollas seconded the motion. Motion carried.

Payment of Bills: Jim Tollas made a motion to pay the bills. Bob Bergsten seconded the motion. Motion Carried.

Leo Naumann’s yard – We received a bid for $1,100.00 to repair Leo’s yard. After some discussion the board decided to check with Jerald Swanson for another bid.

Braun’s Annual Inspection – The school district would like to have their lift station inspected at the same time the village has their annual inspections done.

NEW BUSINESS:

Clean Water Loan – The school district does not have their required 25% of the sewer expansion project money. The school district will have to borrow the money to cover their 25% part of the project. The Village of Poplar can take out a loan for $300,000. at 2.667% interest rate whereas the school district can take out a 5 year loan for $300,000. at an interest rate of 4.5%.
There was a discussion regarding why would the Village of Poplar commit themselves to a loan of that magnitude to help the school out? Why not involve more of the communities in the school district? Why is the Village even involved in a decision regarding the school districts financial situation. Chairman Doug Stanley will be presenting the Clean Water Loan to the village board at the meeting later on tonight to see what the board thinks about the loan for the school district.

Project Report – There are bills that need to be paid already for the sewer project and there is no money to pay them.

Project Cash Flow – The cash flow is tied in with the Clean Water Loan. If the village takes out the loan for the project is would be easier for Doug Stanley to disperse the money appropriately.
Electronic Metering – Jim Tollas would like to find out the costs of electronic metering for some of the businesses in the village. Discussion regarding monitoring and the costs, clamp on meters and monitoring water flow. Commissioners will look into some different options and their costs.
Sludge Spreading – Doug will look again at what is involved to get a license to spread sludge. There are companies that will take care of the application process for you. Discussion regarding dewatering devices.

ADJOURN: Jim Tollas made a motion to adjourn the meeting. Randy Jones seconded the motion. Motion Carried. Meeting was adjourned at 6:45 pm.
