MINUTES
Village of Poplar Board Meeting
September 8, 2009
Meeting was called to order by President Robert Bergsten at 7:05 p.m.

In attendance were Robert Bergsten, Doug Stanley, Randy Jones, Jim Tollas, Ken Clausen, Brian Stauty and Jerald Swanson
Absent:
Treasurer Erikka Bergsten
Clerk Lori Plummer

PLEDGE OF ALLEGIANCE

SPEAKERS:

Cheri Slylonz from Rapids re: Baseball Teams – The softball teams have asked
Cheri to come to the board and ask the board for additional dirt to be added to the field.
The board discussed adding a load of lime to the field and then adding some dirt. Ken
made a motion to get a load of lime for the baseball field for the next years season.
The motion was seconded by Brian Stauty. Motion Carried.

Milt Olson - Milt would like the village to petition the DNR to donate the corridor right
of way to the village. Doug Stanley will get in touch with Andy Lisak and see what he
would recommend doing.

Milt also stated that there will be another development in Poplar. The land across from
Mission Covenant Chuch has been purchased and the property will be split into 21
building sites. Milt went on to explain that sewer will be brought in to accommodate the
parcels being 2.5 acres on municipal sewer. There is currently a one acre parcel that
the village owns and Milt would like to purchase that acre from the village. The one
acre parcel currently has three wells on it that would need to be capped. Milts plan is to
put in a road (cul de sac) at the end of September.

The village board will review the requirements for selling village property. The board
Will have the information for the next meeting. The village will have to put the
property up for bids. Milt will be back for the October meeting.

Clerk’s Report - Impact Seven has sent their quarterly bill. Lori stated that she cannot
get any information from Impact seven regarding loans that are out or for that fact. any
information. She has been working for months to try and get quarterly reports and
information regarding one property that has already been sold. The board said not to
pay the bill until we can get some answers.



REPORTS:

Financial Report: General Village Account $ 104,745.50
Money Market Account $ 85,164.29


OLD BUSINESS:

Approval of Minutes: A motion was made by Ken Clausen to accept the minutes
from the August meeting. The motion was seconded by Brian Stauty. Motion Carried.

Approval to pay Bills: A motion was made by Doug Stanley to pay the bills, the
motion was seconded by Jim Tollas. Motion Carried.

OTHER OLD BUSINESS:

Garbage Rate Increase – It appears as if GT Sanitation has reimbursed the people
who paid the extra charge that GT added to the bills. GT does not have a plan to raise
the garbage rates as of this time. GT now knows that if they wish to raise any garbage
rates before the contract are up that they will have to come to the board first.

Ordinance to Adopt the Comprehensive Land Use Plan – Randy Jones made a
motion to adopt the Comprehensive Land Use Plan Ordinance. The motion was
seconded by Brian Stauty. Motion Carried. Voice Roll Call for the adoption of the
ordinance. For: Randy Jones, Doug Stanley, Jim Tollas, Ken Clausen, and Brian Stauty
and Jerald Swanson. Against: none Motion Carried

Financial Report from the Fire Department – Ken Clausen asked Pat Grube to bring
a financial report to the board meeting. Ken will check with Pat again for next months
meeting.

Report on Budget Meeting – The proposed budget is ready for a public hearing. Lori
will schedule a public hearing for next month right before the regular meeting.

Propane Prices –After three months of requesting quotes from propane companies
and receiving different prices from different companies – Polar gas finally came in with
the lowest price. Doug Stanley made a motion to stay with and sign a contract with
Polar Gas for the 2009/2010 heating season. The motion was seconded by Randy
Jones. Motion Carried.

Fire Inspections for Businesses – Ken reported that the fire department will start
doing the inspections this month. The will start with Northern Foods.

Dean Olson’s Road Repair – Deans road will be fixed when the road construction
begins this year.

Road Work – The road work that needs to be done on Village Road will be hired out.
Jerald Swanson will take a look at it and see what needs to be done to the road. Scott
Essen will go in and do the curbing.

The paving should begin any time on the road work for this year. Ken Clausen will get
the fire department to pump water through the culverts.

NEW BUSINESS:

Building Permits – Roland Rounsville would like to move his garage and add on to the current garage. Ken Clausen made a motion to approve the Rounsville’s building permit request. The motion was seconded by Jim Tollas.

Refinancing or Paying Off the Fire Truck – The board would like to refinance the fire truck. Lori will finish the refinancing for the fire truck with National Bank of Commerce.
Tools for garage – The garage currently has no tools. Tiger carries his tools in his car so if anything is needed in the line of tools to work on a truck or anything nothing is available unless Tiger is around. Don is wondering if he should be carrying his tools to work in his van daily. After some discussion the board decided to send Bob up to Sears to get a set of tools (craftman tools) to keep at the garage.

Snowplowing Rates for the 2009/2010 Season – After some discussion a motion was made by Brian Stauty to stay with last years prices for snowplowing. $125.00 for residents and $100.00 for senior citizens to be paid by November 15th, 2009,
The motion was seconded by Jim Tollas. Motion Carried.

ADJOURNMENT:
The regular board meeting was adjourned at 9:45.
Doug Stanley made a motion to adjourn, seconded by Jerald Swanson. Motion Carried.
