2010 WASTEWATER TREATMENT FACILITY UPGRADES

Douglas County, WI
The Village of Poplar will receive sealed bids at the Village Hall, located at PO Box 137
4932 South Village Rd, Poplar, WI 54864 for the construction of the WASTEWATER TREATMENT FACILITY UPGRADES until 2:00 p.m. on June 8, 2010. All bids will be publicly opened and read aloud at that time.
This project is expected to be funded in whole or in part by U.S. Army Corps of Engineers Section 154 program, and State of Wisconsin Clean Water Fund Small Loan Program.
The work for which bids are asked includes the following: The addition of a new lined 1 MG wastewater treatment lagoon with an insulated cover and aeration equipment, the addition of a new 26 ft by 26 ft treatment building with screening equipment, a stand-by generator, 2-inch and 4-inch HDPE low pressure sanitary forcemains, submersible pump station upgrades, ductile site piping additions, valve replacement, associated site work, mechanical work, and electrical work.
The BIDDING DOCUMENTS may be examined at the offices of MSA Professional Services, Inc., Baraboo, Wisconsin; Rice Lake, Wisconsin; Duluth, Minnesota; the Builder’s Exchange of St. Paul, Minnesota; Duluth Builders Exchange, Duluth, Minnesota; McGraw Hill Dodge Reports, Minneapolis, Minnesota; and Wausau Builders Exchange, Wausau, Wisconsin. Planholders list will be updated weekly on our web address at www.msa-ps.com under Projects Bidding. An updated planholders list will be mailed with any and all addenda. No planholders list will be faxed.
Copies of the BIDDING DOCUMENTS may be obtained at the office of MSA Professional Services, Inc., 301 West First Street, Suite 408, Duluth, MN 55802 upon receipt of a non-refundable fee of $75.00 for a half size (11” x 17”) set of plans and specification book. Bidding documents in electronic portable display format (PDF) will be provided on a single compact disk for a non-refundable fee of $50.00.
No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
Pursuant to Section 66.0903, Wisconsin Statutes, the minimum wages to be paid on the project shall be in accordance with the wage rate scale established by the State of Wisconsin and Federal wage rates. Contractor shall use the higher of the State of Wisconsin wage rates or Federal wage rates for each labor category. Federal wage rates can be found at http://www.gpo.gov/davisbacon/. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening.
Minority-owned Business Enterprises (MBEs), Women’s Business Enterprises (WBEs), and Small Businesses in Rural Areas (SBRAs) are encouraged to submit bid proposals. A municipality, in awarding prime contracts, and the primary contractor, in awarding subcontractors, are encouraged to make a good faith effort to involve participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor.
OWNER reserves the right to waive any informalities or to reject any or all bids.
